Biden Declares National Day of Mourning, Closes Government to Honor Jimmy Carter
In tribute to the late former President Jimmy Carter, President Joe Biden has ordered the closure of all federal executive departments and agencies on January 9, marking the day of Carter’s funeral. The move, outlined in an executive order signed Monday, reflects what Biden described as a “mark of respect” for the 39th president of the United States.
Carter’s body will lie in state in the U.S. Capitol Rotunda before his funeral service at Washington National Cathedral, according to statements from the White House and the Carter Center.
On Sunday, Biden also issued a proclamation declaring January 9 a National Day of Mourning. He directed American flags to be flown at half-staff for 30 days and invited Americans to gather in places of worship to honor Carter’s legacy.
“I call on the American people to assemble on that day in their respective places of worship to pay homage to the memory of President James Earl Carter, Jr.,” Biden wrote. “I invite the people of the world who share our grief to join us in this solemn observance.”

Jimmy Carter, born into a peanut farming family in Plains, Georgia, graduated from the United States Naval Academy and served in both the Atlantic and Pacific fleets. His public service career included roles as a Georgia state senator, the state’s 76th governor, and President of the United States.
During his presidency, Carter played a pivotal role in creating the Department of Education and the Department of Energy, advancing conservation efforts, and championing nuclear nonproliferation.
“As President, he understood that government must be as good as its people — and his faith in the people was boundless,” the White House stated. “Guided by an unwavering belief in human goodness and the God-given dignity of every human being, he worked tirelessly around the globe to broker peace, eradicate disease, house the homeless, and protect human rights, freedom, and democracy.”
